Software Clearinghouse only works through existing IBM Business Partners, not directly with customers, keeping the business partner in control of the account at all times.

Software Clearinghouse purchases “extra” software licenses from AS/400 customers only identified by and working with local Business Partners. All customers submit documentation to IBM authorizing the sale and transfer of their software.
